It is a real dilemma!
Sometimes we can see what is good for a person and what they “need” but they don’t see it!  They keep on doing the same thing and making the same mistakes over and over.  If we lived their life it would be perfect as we know best – NOT.  The trouble is we are not walking in their shoes.
Unless we choose to change then we are powerless.  Sure we may think we can manipulate the situation but more often than not it only leads to our own frustration.
I asked someone why they left the country of their birth and they told me they didn’t like having something forced down their throat.  To me, that is totally understandable.  Certainly in this country we have rules and regulations (which we sometimes rail against) but they are often for our own safety and we can choose to ignore them at our own risk or cost.
To me, everyone needs to be able to choose for themselves the road they take.  Unless it comes from within it will never last, and even then, it is a battle.
One of my favourite sayings is from an Album by Bob Bennett.  The Album is called “Matters of the Heart” and contains these words, “I’m not one whose got it all in place telling you what you should do, oh no, I’m just one old hungry beggar showing you where I found food.” 
I think that is the best I can do.  Courses of action are personal and individual – we have a free will to choose.
